Administration and Resources Oversight Branch

The Administration and Resources Oversight Branch (AROB) manages the administrative, financial, corporate and institutional legal activities and services to Parties and to the Secretariat of the BRS Conventions, associated with the implementation and delivery of the approved programmes of work for the three conventions.

AROB is responsible for overseeing all matters related to financial resources and mechanisms under the Basel, Rotterdam and Stockholm Conventions. The Branch leads the preparation of core and voluntary budgets as well as the Programmes of Work (PoW) of the three conventions on a biennial basis.

With regard to its work on financial resources, the Branch coordinates the resource mobilization activities of the Secretariat and is responsible for the management of all core and voluntary funds in line with United Nations standards and procedures.

With regard to its work on financial mechanisms, the Branch serves as focal point and coordinates all matters related to the Global Environment Facility, the principal entity entrusted, ad interim, with the operations of the financial mechanism of the Stockholm Convention, and the Special Programme on institutional strengthening at the national level.

The Branch also manages human resources and other staff-related issues and administers procurement and the processing of travel.

In addition, the Branch has the responsibility for managing the corporate and institutional legal & policy services, procedures, processes, and activities associated with, for example: the negotiating, developing, implementing, interpreting of legal agreements with partners; resource mobilisation (e.g. donor agreements); human rights; knowledge management, communications; the multilateral trading system (WTO); etc..

In these ways AROB contributes to the strategic planning, development, delivery and implementation of the conventions, their programmes of work, and the financial mechanisms for global work on chemicals and wastes. This includes the servicing of negotiations during the conferences of parties and subsidiary bodies on the above matters, as well as relevant monitoring and reporting.
