The Administrative Support Branch manages the programme of work and activities of the secretariat of the Basel, Rotterdam and Stockholm conventions in the following areas:

 

  • Finance & budget
  • Human resources
  • Administration
  • Conference services
  • Knowledge/information management and public awareness
  • Information technology

The Branch is responsible for managing the budget of the secretariat, including planning, organizing and managing the preparation of the programme of work of the secretariat and its annual budgets. It is also responsible for managing and monitoring the conventions’ funds and expenditures and for managing the financial and administrative aspects of projects and legal instruments. In addition the Branch facilitates internal and external audits of the secretariat.

The Branch is responsible for human resources issues such as the management of staff related issues including consultants and interns. The Branch is also responsible for conducting tasks relating to procurement and inventory, staff travel and office management.

In providing conference services, the Branch is responsible for undertaking among others the following tasks: 

  1. management of participants attending meetings of the conferences of the parties and their subsidiary bodies;
  2. management of participants attending workshops and others meetings organized by the Secretariat;
  3. management of relevant logistics for meetings organized by the Secretariat; and,
  4. management of translation and proofreading services.

 

The Conventions Operation Branch is responsible for the overall management of the meetings of conferences of the Parties to the Basel, Rotterdam and Stockholm conventions and those of their subsidiary bodies, which include the Open-ended Working Group and the Implementation and Compliance Committee of the Basel Convention, the Chemical Review Committee of the Rotterdam Convention, and the Persistent Organic Pollutant Review Committee of the Stockholm Convention. 

In doing so, the Branch coordinates the organization, running and follow-up of the meetings, including the management of relevant documentation for the meetings. In addition, the Branch is responsible for conferences services, including management of travel arrangement for eligible meeting participants, meeting logistics, translation and editing services.

The Branch also provides legal services to the secretariat, both on corporate legal issues and on convention related operations, such as those related to compliance.

The Branch is responsible for the coordination of the secretariat’s international cooperation with multilateral environmental agreement secretariats, IGOs and NGOs.

The Branch is the lead for knowledge and information management, information technology, and public outreach and awareness .

The Technical Assistance Branch is responsible for developing and managing the technical assistance programme of the Secretariat of the Basel, Rotterdam and Stockholm conventions in accordance with the relevant mandates provided by the Conferences of the Parties to the three conventions.

Thus the Branch is responsible for the identification of the needs of developing country Parties, and Parties with economies in transition, in implementing their obligations under the Basel, Rotterdam and Stockholm conventions.

As part of the technical assistance programme, the Branch manages the implementation of capacity building and training activities, including workshops, webinars and on-line training, as well as the development of the relevant training tools and materials.

The Branch manages the regional delivery of technical assistance, with a particular focus on supporting the regional centres established under the Basel and Stockholm Conventions, including their selection process, the facilitation of  guidance to centres, the promotion of effective collaboration and cooperation among the centres, as well as the processes for reporting and performance evaluation of the centres.

In addition the Branch is also responsible for managing partnerships, especially through identifying and establishing relevant partnerships for the delivery of technical assistance.

 

The Scientific Support Branch of the Secretariat of the Basel, Rotterdam and Stockholm conventions provides scientific and technical input related to the programmes of work and activities under the three conventions.

The Branch manages the development of technical documents such as guidelines and guidance. It collects, reviews, assesses and evaluates scientific and technical information relevant to the programme of work of the secretariat including information provided by Parties, as it relates to the implementation of the Basel, Rotterdam and Stockholm conventions.

The Branch is also responsible for managing the scientific work required by the conferences of the parties to the Basel, Rotterdam and Stockholm conventions and their respective subsidiary bodies.

In addition the Branch is responsible for managing the work of the secretariat related to national reports and notifications, this includes among others the collection and management of information contained in the national reports, notifications and exemptions requests submitted by parties, as well as the compilation and analysis of such information.
